Can freight forwarders be responsible for customs clearance
Freight forwarding companies cannot be responsible for customs clearance. Customs declaration unit refers to a domestic legal person or other organization registered or approved by the customs to handle customs affairs such as import and export goods declaration and taxation.
Legal Basis:
Article 11 of the Customs Law of the People's Republic of China stipulates that the consignee, consignor, and customs declaration enterprise of import and export goods must register with the customs in accordance with the law when handling customs declaration procedures. Without being registered with the customs in accordance with the law, one shall not engage in customs declaration business. Customs declaration enterprises and personnel shall not illegally act as agents for others to declare customs, or engage in customs declaration activities beyond their business scope.
